Rwanda
Prosecutors in France have recommended against putting French troops on trial over a massacre that occurred during the 1994 Rwandan genocide. The soldiers had been accused of inaction and complicity in an attack that killed hundreds of people. The recommendation means that a trial is now almost certain not to go ahead.

Colombia
At least 17 people have been killed in protests in Colombia against a draft tax bill. The propsed legislation would have hiked taxes on low- and middle-income workers, according to campaigners. The government has now shelved the plans.
